PROMOTING ACCESS TO CLEAN ENERGY SERVICES IN ST. VINCENT AND THE GRENADINES

Project Background:

The Government of St Vincent and the Grenadines has received funding from the Global Environmental Facility (GEF) to support its climate change mitigation efforts. The United Nations Development Programme (UNDP) is executing a medium size project entitled “Promoting Access to Clean Energy Services in St. Vincent and the Grenadines” on behalf of the Government.

The Project seeks to reduce GHG emissions from fossil fuel-based power generation by exploiting the renewable energy resources for electricity generation in St. Vincent and the Grenadines (SVG). It will promote clean, decentralized electricity solutions in Saint Vincent and the Grenadines from unused renewable energy resources that may include hydropower, wind, solar and other viable sources. It is envisaged that through the project activities there will be a greater share of renewable energy (RE) in its energy mix by (i) the strengthening of the country’s clean energy policy framework including the streamlining of processes for RE investment approvals; (ii) increasing the capacities of appropriate institutions and individuals to support clean energy developments in SVG; and (iii) mobilizing investments for RE demonstration projects utilizing solar resources for electricity generation. These broad activities fall within three (3) components;

Progress Made Under Each Component:

 

COMPONENT 1: ESTABLISHMENT OF A CLEAN ENERGY ENABLING POLICY FRAMEWORK

 

The activities under this component (listed below) are currently being discussed with key stakeholders within the energy sector, return to this website soon for updates on these activities

 

  • Resource Asssessment and Development of an Inventory on RE Resources in SVG

COMPONENT 2: CLEAN ENERGY CAPACITY DEVELOPMENT

 

1. The development of  a documentary on Renewable Energy  in SVG  

This project activity is designed to sensitise the public on matters related to RE in SVG.The documentary is expected to increase the public’s knowledge and awareness on the applications of and benefits of RE in SVG. It will highlight past and current public and private sector RE inititives as well as the progress made by the PACES project. 

 

2. Town Hall Meeting on Geothermal Energy

The PACES project was invited to speak at the Barrouallie town hall meeting on September 9, 2015 on the topic of Geothermal Energy. The subject of Geothermal Energy has become thematic in view of the fact that the Government is in the process of exploring geothermal energy development. The discussion was facilitated by the Adult and Continuing Education Unit within the Ministry of Education. 

 

3. The development of a website for the Energy Unit

This website was developed to build awareness and sensitise the public on issues pertaining to RE technologies and their various sub components, as well as to build capacity of the Energy Unit as a facilitation centre for RE development.

 

4. Workshop: Renewable Energy Towards a Sustainable Future

The “Renewable Energy, Towards a Sustainable Future” workshop is the first of a series of awareness building activities hosted by the PACES project. It was held from November 23 -25, 2016. The workshop venues were decentralised with the intent of involving people from the rural districts in the discussion on renewable energy. Sessions were held in the rural communities of North Union on the eastern side of the island, Questelles on the western side and in capital city, Kingstown. Individuals in attendance were sensitised on the critical issues relating to RE. 

Presentations were made on geothermal energy, solar photovoltaic (PV) and solar thermal technologies and energy efficiency.  The main presenters to the workshop were; Dr. Indra Haraksingh – lecturer of Pure Physics, Geophysics, Earth Sciences, Solar Energy and Geothermal Energy, at the University of the West Indies, Dr. Graham Ryan – Volcanologist, Research Fellow at the Seismic Research Centre, University of the West Indies and Sandra Brittion –lecturer of the Sustainable Energy course, at the University of Guyana. Guest speaker, Ms. Stina Herberg, headmaster of the Richmond Vale Academy made a brief presentation at the Questelles Learning Centre and Dr. Jerrol Thompson, former Director of Special Projects, presented the feature address at the Kingstown forum.

The workshop was designed to disseminate information to general public on renewable energy technologies viz solar thermal, solar PV technologies, geothermal energy and energy efficiency and to create awareness of renewable energy and its applications in St. Vincent and the Grenadines.

 

5. Certified IMI training in Electric Vehicle Maintenance and Repair 

In order to build in country capacity in the maintenance of EVs, PACES Project facilitated the attendance of two local technicians at a workshop in Grenada from March 7th -11th 2016. The mechanics, representatives from the Buildings, Roads and General Services Authority (BRAGSA) and the St. Vincent and the Grenadines Technical College, received International Motoring Institute (IMI) Level 2 Certification.

This workshop was hosted by the German Cooperation Agency (GIZ), through the Renewable Energy and Energy Efficiency Technical Assistance (REETA) Project, in collaboration with the Barbadian Electric Vehicle dealer and service provider, Megapower, and the CARICOM Secretariat, through its Energy Programme.

 

6. Launch of Electric Vehicle and Solar Carport

On April 14th 2016, representatives from stakeholder organisations converged on the grounds of the Administrative Building in Kingstown, St. Vincent to witness the official launch of the Electric Vehicle, Hybrid Vehicle and Solar Carport Charging Station. These are the ancillary components of a Hybrid and Electric Vehicle (HEV) demonstration project which was spearheaded by the GEF/UNDP Promoting Access to Clean Energy Services (PACES) in St Vincent and the Grenadines Project.

 

7.  Electric Mobility Confrence and Awareness Event

The Electric Vehicle Conference and Awareness event took place from 30.05.16 - 02.06.16. The activities included the following components;

  • May 30, 2016 – Macro-economic Analysis Stakeholder Consultation
  • June 1, 2016 – Electric Vehicle Conference. Regional and local stakeholders met to share past experiences and lessons learnt in introducing EVs in other islands, priorities for EVs, and to discuss the preliminary results of the Macro economic analysis etc.
  • June 2, 2016 – An Electric Mobility Exhibition was held at Heritage Square that showcased the Nissan Leaf  Electric Vehicle, the Toyota Prius Hybrid amongst other Renewable Energy Technologies.

This conference was the result of a partnership between the GIZ-REETA programme and the CARICOM Secretariat and the PACES Project. It brought togther regional and local stakeholders to provide technical information on the requirements for transitioning to the new technology and the expected impacts on the economy

The Conference and Awareness event was designed to achieve the following objectives;

  • Engage stakeholders within the transportation sector in a discussion on electric vehicles to assist in the data gathering that will support the macro economic analysis.
  • Build public awareness of electric and hybrid vehicle technologies through active participation – test drives, demonstrations etc.

 

8. Roving Exhibition

A roving exhibition was held from May 21 and 22, 2016 on the Leeward and Windward sides of the island respectively.The aim of the exhibition was to create awareness of EVs and HEVs. The public who participated were given the opportunity to test drive the electric and the hybrid vehicles. Several local businesses specialising in the sale of renewable energy products also capitalised on the opportunity to display their various products and services at the exhibition whistle stops. 

Due to heavy rains the Leeward leg of the exhibition was cancelled, however on May 22nd the exhibition travelled to the Windward side of the island, making stops in the communities of Georgetown, Biabou and Calliaqua. 

 

9. Social Media Awareness Campaign

Several social media accounts have been created for the Energy Unit. Facebook being the most popular platform, engages the public on all matters related to RE, other platforms include Twitter, Mail Chimp and Instagram. 

 

10. Community Consultations

Three community consultations where held from July 25 – 26, 2016, in the rural communities of Biabou, Chateaubelair and Sandy Bay respectively. The consultations were held under the theme “Energy Efficiency and Energy Conservation in the Household”. Participants were engaged on matters of energy conservation and energy efficiency measures and approaches within the domestic sector.

 

COMPONENT 3: CLEAN ENERGY RE-BASED ELECTRICITY GENERATION DEMONSTRATIONS

 

1. Electric Vehicle Demonstration Project

The volatility of fuel prices and the pressing need for climate change mitigation has prompted the Government to explore alternative methods to reduce its reliance on petroleum based products. Within the transportation sector, hybrid and electric vehicles represent a viable alternative to the heavily dependent petroleum based vehicles that are currently in use. It is expected that in the long-term, the use of hybrid and electric vehicles in SVG would reduce the Government's spending on transportation fuels, reduce the country’s vulnerability to shocks on the fuel supply market and contribute to climate change mitigation efforts. There is an apparent lack of awareness in the transportation sector and a lack of policy interventions to promote the uptake of hybrid and electric vehicles.

Against this backdrop PACES embarked on a demonstration project to explore the feasibilty of electric vehicles in SVG. The project comprises of several components listed below;

i. Infrastructure

  • A 2016 30kW Nissan Tekna (UK Version)
  • A 5kW Solar Carport Charging Station
  • A charging unit

In order to demonstrate the full capability of the electric vehicle, a solar carport charging station was installed in the south-west corner of the Administrative Complex in Kingstown. This structure is made with aluminium and is built to withstand category 3 hurricane conditions. It has 18 solar panels mounted on its top, which has a capacity of approximately 5kW. This offsets the power drawn from the grid used to charge the vehicle.

iv. Macro-Economic Analysis

      The Macroeconomic Analysis component of the Hybrid-Electric Vehicle (HEV) demonstration project will seek to achieve the following objectives;

  • Perform an analysis of the impact of transitioning to 100% penetration levels of electric mobility on the country’s economy
  • Identify and prioritize at least 3 major government interventions for promoting a transition to e-mobility without negatively impacting the economy
  • Estimate impact on the economy of encouraging emobility transition using indigenous sustainable energy sources.

      The study will also look into the impact of promoting e-mobility through the utilisation indigenous sustainable sources of energy such as solar. 

 

2. Supply and Installation of a 50kW Roof Mounted, Grid Connected, Solar PV at the Belle Isle Correctional Facility

The system is expected to be comissioned by the end of August 2016. This istallation will save the Government an average of EC$64 800.00 in avoided cost yearly.

 

3. Supply and Installation of 155 kW Ground Mounted Array Type Grid Connected Solar Photovoltaic System at the Argyle International Airport

The contract for this activity is currently being negotiated. This installation will save the Government an average of EC$200 880.00 in avoided cost yearly.
